Why the number might be 60
Battery savers, V-Sync, browser vsync and a 60 Hz HDMI cable all cap the test. Set the OS to the panel’s rated Hz, plug DisplayPort, then re-run.

It is an estimate from animation frames. It is good enough to see 60 vs 120 vs 144.
Does a high refresh rate need a fast GPU?
For this page, no. Games still need the GPU to push that many frames.
